Sideways partially visible steel substrate. The first coins of this type appeared on 6 April 1991 and had to replace the old, minted on a more expensive piece. Later, there were other denominations with a similar design.

The obverse of the coin in the Central ring of the cupola of the Senate building and the Spasskaya tower of the Moscow Kremlin. On a circle above the inscription - "ГОСУДАРСТВЕННЫЙ БАНК" below - "СССР" Labels separated by dots.

On the coin reverse in the centre is the denomination in two lines - "10 КОПЕЕК" underneath the horizontal line with the letter "М"in the middle (Moscow mint). Still below the year of issue "1991". The sides along the rim: left wheat ear, the right branch of an oak tree (symbol of abundance and peace).

For the first time in the history of the Soviet Union on a coin was missing Soviet symbols, the place of arms took fragments of the Kremlin buildings. The high inflation of the early 90s led to a decrease in the purchasing power of money, therefore the value of coins began to grow. According to the government inflation "ate" a penny through 460 years of its history, leaving in circulation only the ruble.
